Which city would be better and cheapest place to live in?

I’m looking at the CHEAPEST Southern cities, and my options are:

-Oklahoma City,OK

-Tulsa,OK

-Houston,TX

-Phoenix,AZ

Or any other ones you can recommend?

Which one has more shopping MALLS and recreational?

I think houston would be you best bet

the best mall in town is the Galleria it is the HUGEST mall in Houston ( i think) there are tons of things to do.
