Shopping Mall New Orleans

Left New Orleans in 2003, thinking about moving back. Will I recognize the place? How much goes back to before?
I'm not worried about the situation employment, because they take the plunge and not get a job. But how much has changed? Poor areas have moved, or are all areas to avoid in 2003 people avoid the same areas today? Restaurants are back? Shopping malls? Hospitals?
You will recognize. There were fears of Katrina had destroyed the soul of the city, but that was not true. Most of the metropolitan area looks like Katrina never happened. Not all restaurants and shops are back, but almost all of them. The same is true with respect to hospitals. The old part of town does not flood and were repaired quickly. Jefferson Parish experienced flooding, but water was not deep and did not stay for a month in the city if JP was repaired quickly. The flooded areas are still struggling, and includes the Lower 9th Ward, Lakeview, Gentilly and eastern New Orleans. Much progress can be seen in all areas, but not in the L9W, which is mostly empty and destroyed the future. Most public housing developments have been demolished. Some of the bad neighborhoods are still poor (as "Central City" the high), but – except for drug-related killings – the crime has been reduced. The political landscape is also changing for the better. We still have Nagin, until 2010, but most of the other thieves / insane / incompetent / racist is gone.
