Shopping for Apple iPhone 3Gs?

Why do I find iPhones sold either $400 or $600 but some at $200? How is that? Contracts? Do apple.com ship to Philippines and is it advisable for me to buy there if I want an unlocked phone?

By the way, which do you think is a better buy (in the case of overall performance) Apple 3Gs or Nokia N97?

Another thing, I want to shop online; I have money on my Paypal account, but I don’t want to link it to my bank account/card, is it possible for me to still shop online and get my item on my doorstep without my Paypal account verified?

In America it is 200-300. Im surprised that any phillipino can afford one. I have been to the phillipines and people cant even afford thier own cell phone sometimes.
